Building 84 – A Hub of Learning and Training at CFB Winnipeg

Updated: Sep 25

At Canadian Forces Base (CFB) Winnipeg, Building 84 is one of the base’s most important centres of education and professional development. Within its walls are institutions that prepare members of the Royal Canadian Air Force (RCAF) for the demands of both today and tomorrow.

Baker College

As the RCAF’s professional development hub, Barker College delivers courses for Air Operations Officers and other personnel, sharpening their leadership, operational, and analytical skills. The programs taught here ensure RCAF members are ready to meet the evolving challenges of modern air and space power.

Canadian Forces School of Meteorology (CFSMET)

Also housed in Building 84 is CFSMET, where Meteorological Technicians are trained. Weather is a mission-critical factor for the Air Force, and graduates of CFSMET provide the specialized forecasts and analysis needed to plan and execute safe, effective operations across Canada and abroad.

Supporting the Base is the Lt.-Gen. Lewis Library. Its mission is to provide course-related information to Barker College staff and students, while also serving 17 Wing personnel and offering resource-sharing across the Canadian Armed Forces. Its collection is highly specialized, covering subjects such as aerospace warfare, aviation history, leadership, training, and knowledge management.

The library was named in honour of Lieutenant-General Kenneth E. Lewis, CMM, CD, a distinguished officer who served for over 35 years in the RCAF, including as Commander of Air Command from 1980 until his retirement in 1983. Dedicated in 1992, the Lewis Library continues to uphold his legacy of professional excellence.

A Centre of Knowledge and Training

Together, Barker College, CFSMET, and the Lewis Library make Building 84 a cornerstone of learning at CFB Winnipeg. From preparing future leaders to training technical specialists and supporting them with world-class resources, the building embodies the RCAF’s commitment to excellence, education, and mission success.
