Passing the Paddle: 17 Wing Winnipeg Welcomes New Deputy Wing Commander

A ceremonial Change of Appointment held on July 17 at 17 Wing Winnipeg marked a significant leadership transition as Lieutenant-Colonel (Lt.-Col.) Joseph Doubrough officially handed over the role of Deputy Wing Commander to Lt.-Col. Joshua Van Tine.
The event, presided over by 17 Wing Commander Colonel Jody Hanson, celebrated the accomplishments of Lt.-Col. Doubrough, who has served in the role since 2023. A professional engineer and seasoned Canadian Armed Forces construction officer, Doubrough was recognised for his operational leadership, strategic planning, and commitment to community and Indigenous engagement.

A Legacy of Leadership and Inclusion
During his tenure, Lt.-Col. Doubrough led several impactful initiatives, including the 2024 Government of Canada Workplace Charitable Campaign Plane Pull and the planning of the 2025 Indigenous Reconciliation Gathering. Although the latter was cancelled due to emergency wildfire evacuations under Operation LENTUS, the effort remains a meaningful legacy of reconciliation and collaboration.
Doubrough also served as the local champion of the Defence Indigenous Advisory Group, reinforcing his dedication to Indigenous engagement. The Change of Appointment ceremony itself opened with a traditional smudging ceremony led by representatives of the Southern Chiefs’ Organization (SCO), with members of the Manitoba Métis Federation (MMF) and SCO in attendance.
In a symbolic gesture expected to become a new tradition, Doubrough introduced the passing of an engraved paddle—reflecting the canoe featured in the 17 Wing crest—as a metaphor for leadership and teamwork. The paddle was passed from Doubrough to Col. Hanson and then to Van Tine, signifying the formal transfer of responsibilities.

Welcoming Lt.-Col. Joshua Van Tine
Incoming Deputy Wing Commander Lt.-Col. Joshua Van Tine, originally from Burns Lake, BC, brings extensive experience in both domestic and deployed operations. A fellow construction engineer, Van Tine has led mission-critical infrastructure projects in Afghanistan, the Arctic, and Northern Canada. Known for his calm leadership and collaborative approach, he is expected to bring operational insight and a steady hand to his new role.
“I’m truly honoured to step into the role of Deputy Wing Commander at 17 Wing,” said Van Tine. “I embrace the opportunity to earn the trust of the entire DWComd team and look forward to collaborating with all units to better serve our members and the Wing.”

Col. Hanson praised both officers for their professionalism and dedication, stating:

Lt.-Col. Doubrough reflected on his time in the role with pride:
