Regional Cadet Support Unit (Northwest) Welcomes a New Commanding Officer

WINNIPEG, Man. – Lieutenant-Colonel Jennie Deutscher (left) assumed command of the Regional Cadet Support Unit (Northwest) from Lieutenant-Colonel Kevin Diduck (right) during a formal ceremony in Winnipeg, Manitoba, on July 9, 2025.
Brigadier-General Dominique Brais, Commander of Cadets and Junior Canadian Rangers (centre) presided over the ceremony, which was held at the 17 Wing Events and Conference Centre at 17 Wing Winnipeg. The change of command ceremony signified the formal transfer of authority and responsibility within the Regional Cadet Support Unit (Northwest).
“This ceremony today is more than a formal transition of authority – this change of command symbolizes the seamless continuity of leadership that will ensure that the excellence in service and support to our cadets and their communities continues without pause,” said Brigadier-General Brais.
When specifically addressing Lieutenant-Colonel Diduck, Brigadier-General Brais, shared, “You reinforced the importance of the Cadet Experience, and you consistently had the cadets’ best interests in mind, striving to ensure their time in cadets was fun, challenging and encouraging, with a focus on ensuring opportunities in the North. Recognizing that corps and squadron staff are the backbone of our program, you fostered an environment of development where they are recognized for their tremendous efforts. You expanded the Regional Cadet Support Unit’s operational reach and relevance by establishing a fifth Area in the Arctic – an initiative that not only reflects our Formation’s commitment to inclusion and accessibility but also aligns with Canada’s strategic priorities in the North.”
The outgoing Commanding Officer, Lieutenant-Colonel Diduck, served in the role for three and a half years. In his final address, he expressed heartfelt appreciation for the many units and individuals who supported the Cadet Program throughout his tenure.
Lieutenant-Colonel Diduck addressed the corps and squadron staff, “You are the heart and soul of this program. Without you, there would be no cadets, no transformation, and no impact. Week after week, in armouries, classrooms, and muddy fields, you show up, not for recognition, but because you believe in what this program does. You build confidence where there was uncertainty. You turn potential into purpose. You are changing lives, and through that, you are shaping the future of this country. You are the ones who turn a national vision into local impact, and the Canadian Cadet Organizations, into the greatest youth program in the world.”

Brigadier-General Brais welcomed Lieutenant-Colonel Deutscher, the incoming Commanding Officer, Regional Cadet Support Unit (Northwest). “You will not face this task alone. You will be supported by adult staff members and volunteers at all levels of the organization who consistently demonstrate outstanding dedication and commitment towards the Cadet and Junior Canadian Ranger programs, who facilitate the positive cadet experiences that prepare Canadian youth for their transition to adulthood. You will be impressed.”
“To the members of the Regional Cadet Support Unit (Northwest) and everyone working within the region. I am honoured to join such a dedicated group. You are the backbone of this program, ensuring cadets across the region have access to safe, fun and challenging experiences,” shared Lieutenant-Colonel Jennie Deutscher incoming Commanding Officer.
Lieutenant-Colonel Deutscher continued by addressing the cadets within the region, both at home and at Cadet Training Centres, “I look forward to supporting your journey and ensuring the Cadet Program is being delivered in a positive and impactful manner, equitably across the entire region.”
The Change of Command Ceremony at 17 Wing Winnipeg marked not only a transition in leadership but also a reaffirmation of the values, dedication, and community spirit that define the Cadet Program. As Lieutenant-Colonel Kevin Diduck passes the torch to Lieutenant-Colonel Jennie Deutscher, the Regional Cadet Support Unit (Northwest) stands poised to continue its mission of empowering youth through meaningful experiences. With strong leadership, committed staff, and the unwavering support of communities across the region, the future of the Cadet Program remains bright and full of promise.
